UnRapped | CEC: The Criteria

  • During the summer of 2024, district leaders formed the Community Efficiency Committee, which spent several months analyzing data on facility usage and enrollment trends across LISD using the efficiency assessment framework. For more details on the committee’s goals and an overview of the process, be sure to watch episode one of this series.

    The framework is built around five criteria and four key indicators. We’ll dive into the key indicators in episode three. In this video, we’re focusing on the criteria used in the efficiency assessment framework.

    The first criterion is enrollment. The committee examined ten-year enrollment trends for each campus using charts for each feeder pattern. They also reviewed how many rooms are used for special programs, assessing their impact on enrollment and building capacity.

    The second criterion focused on building capacity and efficiency. The committee compared twenty-three, twenty-four campus enrollment to each building's capacity to determine how close campuses are to operating at optimal capacity. They also analyzed projected building capacity over the next five years based on forecasted enrollment.

    For the third criterion, members assessed staffing efficiency at each campus using the same feeder pattern enrollment forecasts. The goal was to see how closely each campus aligns with ideal staffing levels.

    The fourth criterion involved reviewing the Facilities Assessment Document. This helped the committee evaluate the age and condition of each facility by looking at factors like the percentage of life remaining and the number of critical building systems or materials in need of major repairs. Examples include HVAC systems, lighting, and flooring.

    The fifth and final criterion focused on operating costs, such as utilities, property insurance, and staffing. The operating cost per campus was calculated by dividing the total campus operating cost by student enrollment. The committee compared each campus's cost to the district's average operational cost by school level.

    All of these criteria scores were recorded in the efficiency assessment results document to evaluate key indicators for each campus.
