At its meeting on Dec. 9, the Lewisville ISD Board of Trustees voted to enact a plan to retire five elementary schools and adjust campus boundaries in response to ongoing budget challenges caused by declining enrollment and the state legislature’s failure to update school funding formulas to account for inflation.

The decision, which has been under discussion since October, will result in the retirement of B.B. Owen, Creekside, Garden Ridge, Highland Village, and Polser elementary schools at the end of the 2024-2025 school year. Several campuses will also undergo rezoning as part of the plan.

“This was an incredibly difficult decision, and it’s one none of us ever wanted to face,” said Board of Trustees President Jenny Proznik. “The outpouring of support for our schools from families during this process has been a testament to the deep care and passion our community has for each campus. The appreciation for the hard work of our teachers and staff was evident throughout. We remain committed to doing what is best for our students, the district and the families we serve.”

The district’s enrollment has declined in recent years, creating significant financial strain. Without increased funding from the state, the district faced limited options to address the budget shortfall.

“The heart of our district lies in the connections we share, the care we show one another, and the commitment we have to our students' success,” said Dr. Lori Rapp, LISD Superintendent of Schools. “That heart will endure, no matter what changes come, because it is rooted in the strength and spirit of our LISD community.”

LISD has committed to supporting families and staff affected by these changes. The district will provide resources and guidance to ensure a smooth transition for students and employees as the plan is implemented.

The district will enact the following changes for the 2025-26 school year:

• Campus Retirement for B.B. Owen Elementary
• Campus Retirement for Creekside Elementary
• Campus Retirement for Garden Ridge Elementary
• Campus Retirement for Highland Village Elementary
• Campus Retirement for Polser Elementary STEM Academy
• Boundary Adjustment for Bluebonnet Elementary
• Boundary Adjustment for Creek Valley Middle School
• Boundary Adjustment for Lakeland Elementary, Lewisville Elementary, and Degan Elementary
• Boundary Adjustment for Downing Middle School
• Boundary Adjustment for Memorial Elementary STEM Academy
