Mill Street Elementary

Unlike the previous school retirement processes and the closure of those facilities, this decision is due to the requirement for Mill Street to develop a Turnaround Plan according to the Texas Education Agency. The Mill Street facility will be utilized by the district to relocate PreK programs that are embedded on campuses in the Lewisville feeder who cannot be served by Lillie Jackson. This will provide two early childhood facilities for the feeder and standardize our PreK programs. The previous school retirements were based on efficiency analysis that was undertaken due to declining enrollment trends.

As the needs of our early childhood population of students have increased over the last several years in our Lewisville feeder, the district has also been considering how to better meet the needs of our earliest learners in our PreK programs that are embedded in our Lewisville feeder elementary schools. Currently the Lewisville feeder is only served by one early childhood center, Lillie J. Jackson. The opportunity to reimagine Mill Street will allow for re-locating PreK students who are not served at Lillie Jackson and provide the Lewisville feeder with two early childhood facilities to standardize the PreK program within this feeder.

All staff maintain positions within LISD.

Students will still receive bilingual services in a dual language program at a school with an established dual language program. Due to the shortage of certified bilingual teachers across the state of Texas, the consolidation of bilingual programs across fewer campuses allows the district to prioritize staffing and optimize resources.

A larger school enrollment does not mean that class sizes will be larger. In fact, numerous buildings in LISD are operating with 500+ students. The majority of LISD’s elementary classes meet the state mandated ratio of 22:1 (kindergarten through fourth grade). Public school districts are required to file a waiver with the state for classes in K-4 over the 22:1 ratio. Over the last ten years, LISD has reduced the number of elementary classes on a waiver from 62 to 35 for the 24-25 school year.

Mill Street families will be able to request a transfer during the spring transfer window. The district will make every effort to ensure families impacted by potential changes due to the Turnaround Plan receive their requested transfer.

The investment in the Mill Street facility will continue to benefit the community and students since it will be used as a second Early Childhood facility for the Lewisville feeder.

Yes. The Turnaround Plan is required to be implemented for the 2026-27 school year regardless of whether Mill Street earns an acceptable rating according to the state accountability system.

Prairie Trail ES has already been the designated bilingual dual language program for students who need bilingual services and are zoned for Valley Ridge STEM Academy.  This has been in place for numerous years.

Students not participating in the Dual Language bilingual program will be reassigned to The LISD STEM Academy at Valley Ridge Elementary. Students zoned for Valley Ridge who qualify for bilingual services already attend the dual language program at Prairie Trail Elementary, and that will remain unchanged. Mill Street students who receive bilingual services will be placed at Prairie Trail, Lakeland, or Lewisville Elementary, depending on zoning and program availability.
