Overview
The District of Innovation concept, passed by the 84th Legislative Session in House Bill 1842, gives traditional independent school districts additional flexibility in several areas governed by the Texas Education Code.
Potential benefits of becoming a District of Innovation include:
- Local control: Districts decide which flexibilities best suit their local needs and develop a specific plan around those. Once approved by the Board, the plan is submitted to the commissioner of education, but TEA approval is not required.
- Customization: Districts can create an innovation plan for the district, a level of school (e.g., only high schools), grade level, or a single campus.
- Flexibility: Districts will have the flexibility to implement practices based on the local plan, including exemptions from requirements like the uniform start date, campus behavior coordinator responsibilities, and minimum attendance requirements to earn course credit.
A District of Innovation may not exempt itself from all Texas Education Code requirements. Prohibited exemptions include changes related to curriculum, school finance, state accountability systems, and more.
