Personal Communication Devices

The Texas Legislature passed HB 1481 in the 89th Legislative Session that prohibits the use of personal communication devices during the school day for all students. 

Personal communication devices include smartphones, flip phones, smartwatches, tablets, radios, pagers, or any other device capable of telecommunications that was not issued by the District for instructional use.

Details
All students in all grades will be required to keep cell phones and personal communication devices silenced, out of sight, and stored in a backpack, locker, or purse, etc. from the time they arrive on campus until the dismissal bell. Devices may not be used at any time during the school day, including during passing periods, or lunch, while on school property.

Staying Connected
We understand the importance of family communication. Students needing to reach a parent or guardian during the day can use a classroom phone, front office phone, or their school email. If you need to reach your student during the day, you may:

  • Email them using their LISD email account, or
  • Contact the school’s front office, and a message will be delivered to them.

Medical Exceptions, IEPs & 504 Plans
Students with needs documented by their school and outlined in an IEP, physician’s directive, or other health and safety plan may be permitted device use as required.

Consequences
HB 1481 requires school districts to implement consequences for violations of the policy. The student code of conduct will be updated to include that consequences will be issued for students who violate the personal communication restriction which could include confiscation of the device.

While we recognize that every family approaches technology differently, this new law makes the prohibition on personal communication devices universal across all Texas school districts.

Reminders:

  • There is no longer a Bring Your Own Technology (BYOT) option.
  • Athletic communication should be done via SportsYOU, not personal devices.
  • For younger students who do not have external email access, families should call the front office with any needs.
