What is the Texas 21st Century Community Learning Center (CCLC) Grant Program? The 21st CCLC Program is a key component of President Bush's No Child Left Behind Act. It is an opportunity for students and their families to continue to learn new skills and discover new abilities after the school day has ended.

The Texas 21st Century Community Learning Centers (21stCCLC) grant program is authorized under Title IV, Part B, of the Elementary and Secondary Education Act (ESEA), as amended by the No Child Left Behind Act of 2001 (NCLB). The program focuses on helping children in high-need schools succeed academically through the use of scientifically based practice and extended learning time.

Program Goals

The purpose of the 21CCLC grant program is to offer opportunities for communities to establish or expand activities in community learning centers any time outside the regular school day, to include before and after school, summer break, vacation days, and weekends. The goals of the program are as follows:

• To provide opportunities for academic enrichment, including providing tutorial services to help children, particularly students who attend low-performing schools, and meet State and local student academic achievement standards in core academic subjects, such as reading, mathematics, and science;
• To offer students a broad array of additional services, programs and activities, such as youth development activities, drug and violence prevention programs, counseling programs, art, music, physical education and fitness programs, and technology education programs that are designed to reinforce and complement the regular academic program of participating students; and
• To offer families of students served by community learning centers opportunities for literacy and related educational development.
